On June 7, 2010, the Virginia Department of
Environmental Quality submitted a revision to the state's State Implementation
Plan (SIP) for including NOX as a precursor to ozone for permits of
major stationary sources or major modifications locating in areas in that state
that are attaining the national ambient air quality standards (NAAQS), also
known as Prevention of Significant Deterioration (PSD) areas.
The EPA is proposing to approve the Virginia SIP revision submitted by the DEQ. The SIP would govern permits for constructing or significantly modifying facilities located in areas attaining the NAAQS. This action is being taken under the Clean Air Act. Written comments must be received at the EPA on or before June 22, 2011.
