The EPA's proposal for a new NOX and SO2, which would replace the struck-down Bush-era Clean Air Interstate Rule (CAIR), has finally been published in the Federal Register. The proposal was announced in early July, with a 60-day comment period beginning with FR publication; this means the comment period will end Oct. 1, 2010. Three public hearings will be scheduled in the future.
The plan would establish controls through federal implementation plans in 32 states for controlling emissions from gas and electric utilities.
