The agency has finally published it in the Federal Register. Follow the link below to read the final proposed rule. With publication of the rule in the Oct. 14, 2010 register, that means the comment period will go until Nov. 15, 2010, unless a public hearing is held (only if the EPA is contacted by Oct. 25), in which case the deadline would be moved to Nov. 29
