EPA Wants Biz Input on Paint Chips

The EPA announced in a press release on Monday, Nov. 22, 2010, that it is inviting small businesses to participate as consultants for a Small Business Advocacy Review panel as the agency considers steps to reduce lead-based paint dust during the renovation, repair, and painting of the exterior of public and commercial buildings.

The panel will include representatives from the Small Business Administration, the Office of Management and Budget and the EPA. They will in turn select a group of small entity representatives to provide advice and recommendations on behalf of their company, community or organization to inform the panel about the impacts of a proposed rule on small entities involved in the renovation, repair, and painting of the exterior of public and commercial buildings. The reps may participate by telephone, webinar or in person.

The agency is seeking self-nominations directly from the small businesses, governments and organizations that may be subject to the rule requirements to aid in the selection of representatives. Only those directly subject to the particular proposed regulation under development and meets one of the Small Business Administration's definitions (http://www.sba.gov/contractingopportunities/officials/size/table/index.html) will qualify as a small entity.

The EPA noted it its release that it usually prefers to have the owners or operators of small businesses, community officials, and non-profit organizations participate for this purpose. However, a person from a trade association that exclusively or primarily represents potentially regulated small entities may also serve as an rep.

Self-nominations may be submitted on the agency's website, through Dec. 3, 2010.
