China climate change negotiator Xie Xhenhua, given to a press conference
outside the opening of China's legislative session, which seem to point the
finger at the U.S. The article is

"So we hope the United States will do more ... we hope the United States will not shift the responsibility for taking more active action to other countries," Xie told a news conference on the sidelines of China's annual legislative session."
While the U.S. struggles internally with the question of greenhouse gas control, the remarks by China indicate that the second-largest emitter of GHGs is happy to jump on board, so long as the U.S. does all the heavy lifting, and foots the bill.
