The Kerry- Lieberman Climate Action bill will be released from committee after eight months of closed-door negotiations. The bill is expected to cover a range of topics from nuclear energy to carbon control to state revenue sharing. The current bill is 821 pages.
One of the more outstanding elements of the bill is its pre-emption of state’s ability to control greenhouse gas emissions. The EPA will be given final authority but with restrictions as far as the Clean Air Act goes.
Sen. Joseph Lieberman, I-Conn., warned that the final bill will be totally different from the version that is released to the Senate floor. He said, "Let's begin the next phase of the negotiating process. This is not an edict from on high. This is a proposal from the three of us, and we welcome input."
