The EPA is finalizing the proposed rule (April 20, 2004) that will establish emission standards for Phase I sources (incinerators, cement kilns, and lightweight aggregate kilns); establish new standards for Phase II sources (boilers and process heaters, and hydrochloric acid production furnaces); implement section 112(d) of the Clean Air Act (CAA) by requiring hazardous waste combustors to meet Hazardous Air Pollutant (HAP) emission standards reflecting the performance of the maximum achievable control technology (MACT); and finalize the data used to establish the final standards.
