The EPA announced a new online system that guides construction site operators needing a faster, easier and more accurate way to apply for coverage under the Clean Water Act's (CWA) Construction General Permit process. The goal of the CGP is to protect streams, rivers, lakes and coasts from stormwater runoff from construction sites.
The agency developed the free electronic stormwater application, or "Stormwater Notice of Intent" (eNOI), to meet the objectives of the president's eGov Initiative and the requirements of the CWA's National Pollutant Discharge Elimination System (NPDES), which cover stormwater discharges from a wide variety of sources, including construction sites that disturb one or more acres of land.
Currently, eNOI is available to Massachusetts, New Hampshire, New Mexico, Idaho, Alaska, Puerto Rico, the District of Columbia, many of the territories, Indian Country and other locations where CGP applies. The EPA plans to add more features to the eNOI service and make it available to the states that operate the NPDES stormwater permitting program under delegated authority.
