Mr. Fraser reports that levels of CFCs have declined in the lower atmosphere since the year 2000 from measurements he collected.
"We think the ozone hole will recover by about 2050," said Fraser, from CSIRO's atmospheric division and a lead author on a U.N. report on the ozone layer. The report states the ozone depleting levels peaked in the upper atmosphere in 2000 and levels have declined in the lower atmosphere.
