EPA regions and select states, tribes, and territories will
have a new tool available to assist their regulated national pollutant
discharge elimination system (NPDES) facilities in reporting DMRs beginning
June 22, 2009. Regulatory entities may adopt a new online system that will
enable regulated NPDES facilities to begin reporting discharge monitoring
reports (DMRs) online.
NetDMR is an Internet-based reporting tool for NPDES
facilities to electronically sign and submit DMRs, although states that use it
will still allow participants to discontinue mailing hard copy forms under 40
CFR 122.41 and 403.12.
As of Monday, June 22, 2009, EPA Region 1 (for New Hampshire
and Massachusetts), EPA Region 3 (for the District of Columbia), EPA Region 6 (for
the Gulf of Mexico), and the states of Utah and Louisiana will begin utilizing
NetDMR.
The DMRs will be submitted to the EPA through
the federal government's secure Environmental Information Exchange Network. An
essential component of system is the exchange of data with the EPA's Integrated
Compliance Information System, which allows permitted facilities to complete a
DMR that is specific to their permit limits and outfalls.
